*શિક્ષકોના હિતમાં રાજ્ય સરકારના મહત્વના નિર્ણયો*

*રાજ્યના વિધાસહાયક, પ્રાથમિક શિક્ષકો અને મુખ્યશિક્ષકોની બદલીના નિયમોમાં ઐતિહાસિક ફેરફાર કરતી રાજ્ય સરકાર :-શિક્ષણ મંત્રી શ્રી જીતુભાઇ વાઘાણી*

*મુખ્યમંત્રીશ્રી ભૂપેન્દ્રભાઇ પટેલના દિશા-નિર્દેશાનુસાર બે લાખથી વધુ શિક્ષક પરિવારને સ્પર્શતા નિર્ણયો લેવાયા*

Ø *અત્યા૨ સુધી જે તે જિલ્લામાં ખાલી જગ્યાના ૪૦ ટકા શિક્ષકોને જિલ્લા ફેરબદલીનો લાભ અપાતો હતો જે હવે ૧૦૦ ટકા જગ્યા પ૨ જિલ્લા ફેરબદલીનો લાભ આપવામાં આવશે*

Ø *જિલ્લા ફેર અરસપરસ અને જિલ્લા આંતરિક અરસપરસ બદલીમાં સંબંધિત શિક્ષકોના વતન હોવા જરૂરી હતા તે જોગવાઇ દૂ૨ ક૨વામાં આવી*

Ø *૧૦ વર્ષ એક જ જગ્યાએ નોકરી ક૨વાની શરતે જે શિક્ષકોને નિમણૂંક આપવામાં આવી છે તેવા શિક્ષકો પાંચ વર્ષ પછી પણ બદલી માટે અરજી કરી શકશે*

Ø *જે સ૨કારી કર્મચારીઓ રાજ્યના એક જિલ્લામાંથી બીજા જિલ્લામાં બદલીપાત્ર છે તેવા કર્મચારીઓના પતિ કે પત્ની જો સરકારી શાળામાં પ્રાથમિક શિક્ષક કે મુખ્ય શિક્ષક હોય તો તેઓને પ્રતિનિયુક્તિથી મૂકી શકાશે*

Ø *પતિ/પત્નીના કિસ્સાનો લાભ હવેથી અનુદાનિત સંસ્થાઓ, ગુજરાત સ૨કા૨ના જાહેર સાહસો, કેન્દ્ર અને રાજ્ય સરકારની સરકારી કંપનીઓના કિસ્સામાં પણ મળવાપાત્ર થશે*

Ø *બદલીઓના કિસ્સામાં ફરિયાદ નિવારણ માટે ફરિયાદ નિવારણ સમિતિની રચના કરાઇ*

રાજ્યના શિક્ષણ મંત્રી શ્રી જીતુભાઇ વાઘાણીએ જણાવ્યું છે કે, વિદ્યાર્થીઓના શિક્ષણનું હિત, શિક્ષકોનું હિત તથા વહીવટીતંત્રનું હિત જળવાય એ માટે રાજ્યના વિધાસહાયક, પ્રાથમિક શિક્ષકો અને મુખ્યશિક્ષકોની બદલીઓના નિયમો સંદર્ભે રાજ્ય સરકારે મહત્વના નિર્ણયો કર્યા છે જેનો અંદાજે બે લાખથી વધુ શિક્ષકોને લાભ થશે.

શિક્ષણ મંત્રી શ્રી વાઘાણીએ ઉમેર્યુ કે, દશ વર્ષ પહેલા પ્રાથમિક શિક્ષકોની બદલીઓ સંદર્ભે નિયમો ઘડાયા હતા. આ નિયમોમાં બદલાવ માટે પ્રાથમિક શિક્ષણના સંઘો દ્વારા રજુઆતો થઇ હતી એ સંદર્ભે રાજ્યના મુખ્યમંત્રીશ્રી ભૂપેન્દ્રભાઇ પટેલે સંપૂર્ણ સંવેદના સાથે નિયમોમાં મહત્વના ફેરફાર કરવા દિશા-નિર્દેશો આપ્યા છે.

મંત્રીશ્રીએ ઉમેર્યુ કે, ગુજરાત રાજ્ય શૈક્ષિક સંઘના પ્રમુખ શ્રી ભીખાભાઇ પટેલ, ગુજરાત રાજ્ય પ્રાથમિક શિક્ષક સંઘના પ્રમુખ શ્રી દિગ્વીજયસિંહ જાડેજા સહિત મંડળના હોદેદારો સાથે શિક્ષણ વિભાગના સચિવ શ્રી વિનોદ રાવ, પ્રાથમિક શિક્ષણ નિયામક શ્રી મહેશ જોષી સહિત ઉચ્ચ અધિકારીઓ સાથે તબક્કાવાર ફળદાયી બેઠક યોજાઇ હતી. જેની ફળશ્રુતિ સ્વરૂપે આ નિર્ણયો લેવાયા છે. આ નિર્ણયોને સંઘો દ્વારા વધાવી લઇ તેને ઐતિહાસિક નિર્ણયો ગણાવ્યા છે.

શિક્ષણ મંત્રી શ્રી જીતુભાઈ વાઘાણીએ વિદ્યાસહાયક, પ્રાથમિક શિક્ષક અને મુખ્ય શિક્ષકની બદલીના નિયમોમાં કરેલા ઐતિહાસિક સુધારાની વિસ્તૃત વિગતો આપતા જણાવ્યું હતું કે, અત્યાર સુધી જે શિક્ષકોની બદલી થઇ ગઈ છે પરંતુ ૧૦ ટકા કરતાં વધુ મહેકમ ખાલી પડતું હોવાના કારણે છૂટા થઇ શક્યાં નથી તેવા બદલી પામેલા તમામ શિક્ષકોને ખાસ કિસ્સા તરીકે છૂટા કરવાનો નિર્ણય કરવામાં આવ્યો છે. જે શાળામાં બદલીવાળા શિક્ષકોને છૂટા કરવાના કારણે શૂન્ય શિક્ષકવાળી શાળા થતી હોય ત્યાં છેલ્લે છૂટા થવા પાત્ર શિક્ષકને નવા શિક્ષક આવે ત્યારે જ છૂટા થવાનું રહેશે. છેલ્લા ત્રણ વર્ષમાં બદલી થયેલી હોય અને છૂટા ન કરાયા હોય તેવા તમામ શિક્ષકોને પણ આ નિર્ણય લાગુ પડશે.

મંત્રીશ્રી વાઘાણીએ ઉમેર્યું કે, પ્રાથમિક શિક્ષકોની બદલીના નિયમો તા.૨૩/૦૫/૨૦૧૨ના ઠરાવથી નિયત થયા હતા. માન્ય શિક્ષક સંગઠનો તેમજ શિક્ષકોનું હિત ધ્યાને લઈ રાજ્ય સરકાર દ્વારા નવા નિયમો તૈયા૨ ક૨વામાં આવ્યા છે. જે અંતર્ગત અત્યા૨ સુધી જે તે જિલ્લામાં ખાલી જગ્યાના ૪૦ ટકા શિક્ષકોને જિલ્લા ફેરબદલીનો લાભ આપવામાં આવતો હતો તેના બદલે નવા નિયમો મુજબ જે તે જિલ્લામાં ખાલી ૧૦૦ ટકા જગ્યા પ૨ જિલ્લા ફેરબદલીનો લાભ આપવામાં આવશે.

મંત્રીશ્રીએ કહ્યું કે, જિલ્લા ફેર અરસપરસ અને જિલ્લા આંતરિક અરસપરસ બદલીમાં સંબંધિત શિક્ષકોના વતન હોવા જરૂરી હતા તે જોગવાઇ દૂ૨ ક૨વામાં આવેલ છે એટલે કે 'વતન' શબ્દ દૂ૨ ક૨વામાં આવ્યો છે. તે ઉપરાંત શિક્ષક સંઘો અને તેમના પ્રતિનિધિઓ સાથે પુરતી ચર્ચા વિચારણાને અંતે એવો પણ નિર્ણય લેવામાં આવ્યો છે કે, જે શિક્ષકો વધ બદલીથી અન્ય શાળામાં ગયેલા છે તેવા શિક્ષકોને જો તેઓ મૂળ શાળામાં જગ્યા ખાલી પડે તો બે વધઘટ બદલી કેમ્પ સુધી મૂળ શાળા ઇચ્છે તો માંગી શકે.

મંત્રીશ્રીએ વધુમાં ઉમેર્યું કે, ૧૦ વર્ષ એક જ જગ્યાએ નોકરી ક૨વાની શરતે જે શિક્ષકોને નિમણૂંક આપવામાં આવી છે તેવા શિક્ષકો પાંચ વર્ષ પછી જિલ્લા ફેરબદલી કે જિલ્લા અરસ પરસ બદલી માટે અરજી કરી શકશે. એટલું જ નહિ, જે સ૨કારી કર્મચારીઓ રાજ્યના એક જિલ્લામાંથી બીજા જિલ્લામાં બદલીપાત્ર છે તેવા કર્મચારીઓના પતિ/પત્ની જો સરકારી શાળામાં પ્રાથમિક શિક્ષક કે મુખ્ય શિક્ષક હોય તો તેઓને સરકારી કર્મચારીના બદલીવાળા જિલ્લામાં પ્રતિનિયુક્તિથી મૂકી શકાશે.

મંત્રીશ્રી વાઘાણીએ કહ્યું કે, પતિ/પત્નીના કિસ્સાનો લાભ હવેથી અનુદાનિત સંસ્થાઓ, ગુજરાત સ૨કા૨ના જાહેર સાહસો, કેન્દ્ર અને રાજ્ય સરકારની સરકારી કંપનીઓના કિસ્સામાં પણ મળવાપાત્ર થશે. તે ઉપરાંત બદલીઓના કિસ્સામાં ફરિયાદ નિવારણ માટે ફરિયાદ નિવારણ સમિતિની રચના કરવામાં આવી છે. એટલે કે બદલી બાબતે જે કોઇ રજૂઆત / ફરિયાદ હોય તો સંબંધિત શિક્ષક / મુખ્ય શિક્ષક દ્વારા ફરિયાદ નિવારણ સમિતિને રજૂઆત કરી શકાશે અને ફરિયાદ નિવારણ સમિતિ તેનું નિરાકરણ ક૨શે. જેથી શિક્ષકોને બિનજરૂરી કોર્ટ કેસ કરવાની જરૂરિયાત ઉપસ્થિત થશે નહીં.

સમયદાન પરિપત્ર

વિષય : લર્નીંગ લોસ ઘટાડવા માટે સમયદાન આપવા બાબત,

ઉપરોક્ત વિષય અન્વયે જણાવવાનું કે, ગુજરાત રાજ્યની પ્રાથમિક અને માધ્યમિક શાળાઓમાં COVID-19 ની પરિસ્થિતિને કારણે શાળાઓમાં પ્રત્યક્ષ શિક્ષણકાર્ય લાંબા સમય સુધી બંધ રહેવાને કારણે બાળકોના શૈક્ષણિક સિધ્ધિ સ્તરમાં ઘટાડો હોવાની સંભાવના છે. જેની પતિપૂર્તિ માટે વિશેષ પ્રયત્નો કરવા માટેની જરૂરીયાત પ્રસ્થાપિત થાય છે. જે અંગે સક્રિય વિચારણા થ ધરી લર્નીંગ લોસ ઘટાડવા માટે શિક્ષકો દ્વારા સવિશેષ સ્વૈચ્છિક સમયદાન આપીને શિક્ષણકાર્ય થાય તે માટે તમામ સંગઠનો સાથે માન.રા.ક.મંત્રીશ્રી (શિક્ષણ) તથા માન.મંત્રીશ્રી (શિક્ષણ)ની ઉપસ્થિતિમાં ચર્ચા કરી સર્વાનુમતે નીચે મુજબનું આયોજન વિચારવામાં આવેલ છે. જેનો અમલ વિદ્યાર્થીઓના શૈક્ષણિક હિતમાં સાનુકૂળ થાય તે જોવા આથી જણાવવામાં આવે છે.

1. રાજ્યની તમામ સરકારી / ગ્રાન્ટ-ઇન-એઇડ પ્રાથમિક, માધ્યમિક અને ઉચ્ચત્તર માધ્યમિક શાળાઓમાં કામ કરતા શિક્ષકોને ઉપરોક્ત પરિસ્થિતિ અન્વયે સ્વૈચ્છિક રીતે સમયદાન આપવા માટે અપીલ કરવામાં આવે છે.

2. દરેક શિક્ષક શાળા સમય ઉપરાંત વધારાના સમયમાં ૧૦૦ કલાક રીક્ષણિક કાર્ય કરી સમયદાન આપે. ૩. ૧૫મી ડિસેમ્બર(૨૦૧૧)થી ૧૫મી એપ્રિલ (૨૦૨૨) સુધીમાં શાળા સમય ઉપરાંત વધારાનું શિક્ષણકાર્ય કરી ૧૦૦ કલાકનું સમયદાન કરવા માટે જરૂરી આયોજન કરવા અપીલ કરવામાં આવે છે. 4. સમયદાન માટે શાળા પોતાની રીતે આગવુ આયોજન કરી શકે છે. શાળા સમય પહેલા ૧ કલાક અથવા શાળા સમય પહેલા અડધો કલાક તેમજ શાળા સમય બાદ અડધો કલાક મુજબ પોતાની શાળામાં સ્થાનિક પરિસ્થિતિ અને જરૂરીયાત મુજબ આયોજન કરવાનું રહેશે. જે શાળાઓમાં પાળી પધ્ધતિથી શિક્ષણ કાર્ય ચાલતુ હોય તેવી શાળાઓએ શનિવાર તેમજ શાળા સમયમાં જરૂરી ફેરફાર કરી યોગ્ય રીતે આયોજન કરવાનું રહેશે.

5 શાળાઓ અને શિક્ષકો ઈચ્છે તો રવિવાર અને અન્ય જાહેર રજાના દિવસે અનુકૂળતા મુજબ શિક્ષણકાર્ય કરાવી શકાશે.

કોરોનાની પરિસ્થિતિને કારણે વિદ્યાર્થીઓ ધોરણ- ૧ અને ૨ નો અભ્યાસ કર્યા વગર સીધા ધોરણ-૩

માં પ્રવેશ કરેલ છે, તેમનું પાયાનું શિક્ષણ ખુબ જ નબળુ રહ્યુ છે. આવા બાળકોને વિશેષ સમયદાન

આપી તેમની પાયાની કચાશ દૂર કરવી જોઈએ. આ માટે સમયદાન દરમિયાન વાંચન, લેખન અને ગણનને કેન્દ્રમાં રાખી શિક્ષણકાર્યમાં અગ્રતા આપવી જરૂરી છે.

7. ધોરણ- ૬, ૭ અને ૮ માં વિષયવાર આયોજન માટે શાળાના આચાર્ય તેમજ શિક્ષકો દ્વારા લર્નીંગ લોસ અંતર્ગત જરૂરી મહત્વના કઠિનબિંદુઓની તારવણી કરી શાળાએ પોતાની સ્થાનિક પરિસ્થિતિ અને કક્ષાએ વ્યવસ્થા કરવાની રહેશે.

8.જરૂરીયાત મુજબ વિશેષ શિક્ષણ કાર્ય માટે શાળા સમયદાન દરમિયાન બાળકોને અભ્યાસના કઠિનબિંદુઓ તેમજ જે સંકલ્પનાઓ સ્પષ્ટ ન હોય તેવી સવિશેષ શિક્ષણ કાર્ય હાથ ધરવાનું રહેશે.

9. શિક્ષકે પોતે સમયદાન શરૂ કરતી વખતે અને સમયદાન પૂર્ણ કર્યા બાદ સિધ્ધિ કસોટી દ્વારા પોતાની કામગીરીનું સ્વ-મૂલ્યાંકન કરવાનું રહેશે.

10, ધોરણ-૯ થી ૧૨ ના માધ્યમિક અને ઉચ્ચત્તર માધ્યમિક કક્ષાના વિષયો માટે વિષયના ભારણ પ્રમાણે આચાર્યશ્રી તેમજ શિક્ષકો દ્વારા લર્નીંગ લોસ અંતર્ગત જરૂરી મહત્વના કઠિનબિંદુઓની તારવણી કરી શાળાએ પોતાની સ્થાનિક પરિસ્થિતિ અને જરૂરીયાત મુજબ વિશેષ શિક્ષણ કાર્ય માટે શાળા કક્ષાએ વ્યવસ્થા કરવાની રહેશે

4. ધોરણ- ૧૧ અને ૧૨ વિજ્ઞાન પ્રવાહના મુવ થી જેવા કે, ભૌતિકશાસ્ત્ર, રસાયણશાસ્ત્ર, ગણિત, જીવવિજ્ઞાન જેવા વિષયોમાં સંકલ્પના સ્પષ્ટ કરવાના હૈતુસર તથા કિીંગ ચેપ્ટર અન્વયે વિશેષ

According to the ET report, the modalities of this plan have been discussed by the group of secretaries attached to the Group of Ministers tasked with COVID-19 management in the country.Sources told the newspaper that while the guidelines for this will be released with other unlock guidelines on August 31, the decision on reopening will be left to states.

"The state, where caseloads have been low, have also expressed their keenness to bring back students of senior classes," a senior official told the newspaper.

While a survey conducted by the department of school education in July had indicated that parents are not very keen on sending their children back to schools, state governments have argued that students of the economically weaker section are suffering due to the shutdown.

The government is reportedly at this stage not in favour of calling pre-primary and primary school students to school. After the introduction of physical attendance for Class 10-12, classes 6-9 can be started for restricted hours.

"We have studied the way countries like Switzerland have brought back children to school safely. A similar model would be employed in India," the official quoted above said.

WHO chief scientist Soumya Swaminathan had also pointed out in an interview to the Times of India that it is now critical to assess how and when to open schools.

"Disruptions to instructional time in the classroom can have a severe impact on a child's ability to learn. That puts schools as one of the high priorities in the coming days," she said.

Swaminathan warned that there are multiple risks involved in keeping children out of school such as abuse, child marriage, violence at home.

As you are aware, Ministry of Home Affairs vide order no 40-3/2020-DM KA) dated 29.06.2020 (copy enclosed) has issued guidelines on Unlock 2, has been directed whereby it school, colleges, educational and coaching institutions will remain close till 31.07.2020. It has been further stated that online/distance learning shall to be permitted shall be encouraged (Pars (1) of the refers). Accordingly, for this purpose essential teaching/non-teaching staff or research scholars etc. should continue to work from home and as far as possible they should not be called to the schools/colleges/institutions.

You are requested to ensure compliance and strict implementation of the guidelines dated 29.06.2020 (enclosed) on closure of schools and colleges, and direct all concerned authorities for their strict implementation

The school must be clean, there should be proper arrangement of drinking water and hand washing water. Hand washing will have to be arranged. School toilets need to be cleaned 2-3 times a day to keep them clean. Maintain a two-foot seating distance between children. Uniforms, shoes and socks are not mandatory. Will be able to attend wearing normal clothes, shoes and slippers. Depending on the number of children, schools can be run in two shifts. Get important subjects studied in school, give homework for other subjects. Screening for children at the main door, sanitizer to keep hands clean. Washing hands before meals is mandatory. No bus or school vehicle will be allowed to drive every day without hygiene rules and certification. The seating arrangement in the bus has to be kept six feet away.

The teacher will give the students simple instructions like stand up. Immediately the teacher will say let’s sit down and all the students including the teacher will sit down.

The teacher will take a paper and also give the Tevaj paper to the students.

Students will do as instructed. Thus two to three processes will be done with the example. (The teacher will first rehearse such simple instructions.)
The whole process of making a paper boat will be done by the teacher speaking and processing. Students will also follow this process. Students will work in pairs (one student will speak the process and the other student will build a paper boat accordingly.) The teacher will recite the paragraphs, dialogues and descriptions in the exercise or unit while running the prose.

Create a group of students and ask them to dictate in a group.
The teacher will put examples of different patterns on the board.
Write words, sentences including the error of this pattern on the board.
The teacher will ask the students to find the error. He will then ask you to write the words or sentences in his notebook.
E.g. I did buy a new car.
